2.4.15 - At the Wokingham Borough Council Planning Meeting on Wednesday 1st April the Bearwood Park application, submitted on behalf of Reading FC, was approved.
At the Wokingham Borough Council Executive Committee on Thursday 26th March the Arborfield & Newland Village Design Statement was approved. This document was started many years ago and thanks go to all who contributed their time and expertise to complete it.
Also at the Executive meeting the following decision was made: Option B alignment modifications for the Arborfield Cross Relief Road be agreed and progressed through detailed design to a full planning application and that the Council will continue liaison and discussions with Councillors, landowners, affected residents and other stakeholders.
At the Wokingham Borough Council Planning meeting on Wednesday 25th March the Planning Application from AGLC for the northern part of the Arborfield Garrison SDL was approved. The Planning Application for the Secondary School was also approved.
8.1.15 - Wokingham Borough Council is holding a public meeting to update all interested residents on progress towards the new secondary school in Arborfield at Henry Street Garden Centre, Swallowfield Road, Arborfield from 7pm to 9pm on Wednesday January 21.
This will be an opportunity to hear about the planning application for the school and about the process by which it will be determined. All are welcome to attend.
18.12.14 - The Arborfield & Newland Parish Council Office will be closed from noon on Thursday 18th December 2014 and reopen at 10am on Monday 5th January 2015. During this time emails will be checked daily. Phone messages and the post will be checked on normal working days only. Only emergencies will be dealt with.

Consultation on Draft Arborfield & Newland Village Design Statement
Notice under Regulation 13 of the Town and Country Planning (Local Development) (England) Regulations 2004
I am pleased to consult you about the document described above and attach a copy of the formal statutory notice at the end of this email. The consultation document is a Village Design Statement (VDS), which was prepared by Arborfield & Newland Parish Council to provide a detailed description of the character of the parish to be used in determining future planning applications. Wokingham Borough Council currently has 11 VDS, which are part of the adopted Borough Design Guide SPD. The Arborfield & Newland Village Design Statement has been presented for adoption by Wokingham Borough Council as a standalone SPD.
Copies of the document are available for inspection from 11th November 2014 at the Council’s Shute End Offices, Wokingham during normal office hours Monday to Friday 8.30am to 5.00pm and is also available to view on the Council’s website at: http://www.wokingham.gov.uk/planning/developers/designspd/.
Representations are invited on the above document and may be accompanied by a request to be notified at a specified address of the adoption of the SPD. 6.11.14 - Consultation on Open Green Space Maintenance - you are urged to respond to this consultation
Wokingham Borough Council is undertaking a review of its grass cutting and other open green space maintenance services and will be launching a consultation on this on Friday October 17.
The consultation will run until Friday December 12 and will provide an opportunity for all residents to give their views on priorities we have for this service and to put any other comments or ideas to us.
We have to be clear that no additional funding is earmarked for this service, however we are looking at how it can be provided in a more flexible and cost-effective manner and will use the consultation’s finding to achieve this.

29.10.14 - Talented Teen Competition - poster available here
The Borough Mayor, Cllr UllaKarin Clark, is pleased to announce the launch of her search for a talented teen competition.
Each year, the Borough Mayor chooses a charity to support for their term of office. This year, Cllr Clark is setting up a fund, in association with the Wokingham charity “more arts”, to support and mentor deserving teenagers in the Borough who are showing an aptitude for the arts but do not have the resources or opportunities to reach their potential.
The Mayor and “more arts” are therefore launching a competition to identify a potential star and want to hear from teenagers between 14 and 19, who live in Wokingham Borough and sing, dance, paint, play, photograph, sculpt, write or perform.
Entries for consideration need to be received by December 31, 2014 and auditions will be held around the Borough in February half term with the finals and showcase of art being held during Easter 2015.
“more arts” is an independent arts development charity in Wokingham that champions all arts forms, and was created to enable and deliver more arts cultural activities and experiences at the local level, for the benefit of all.
Cllr Clark said: “The arts should be for all and not a select few. By encouraging our young people to celebrate their talent, we can inspire everyone to appreciate the importance of the arts and challenge its elitist image. Shaping our Communities
As the ambitions for the Strategic Development Locations become a reality, the Council has been outlining its approach to how it will continue to involve residents and other stakeholders to ensure that these become vibrant new communities that support a high quality of life.
Along with the housing, the SDLs will also include new schools, play grounds, parks, nature reserves, shops, businesses and community facilities as well as the necessary roads and other transport links.
Wokingham Borough Council has been working on a new document that sets out how it will continue to involve residents and other stakeholders in planning our identified housing growth areas (known as Strategic Development Locations) and how it will support our new communities as they develop.
The SDLs will not be just housing developments. They will include new schools, play grounds, parks, nature reserves, shops, businesses, and community facilities as well as the necessary roads and other transport links.
We are keen to know what you think of the new Shaping Our New Communities document and its recommendations. The consultation, and corresponding documents, are available on the Wokingham Borough Council website
Wokingham Borough Gypsy and Traveller Local Plan Consultation
Wokingham Borough Council needs your views on Gypsy and Traveller development in the Borough. The Government requires councils to meet the accommodation needs of Gypsies and Travellers and Travelling Showpeople, and the Council has chosen to do this through the creation of a Gypsy and Traveller Local Plan (GTLP). In order to develop the GTLP, we need to assess the various options that are available to meet the needs of the Travelling community.
These options have been set out in the GTLP Draft Options Paper. Now we want your views on the various issues in the Paper, including the potential size and location of new Gypsy and Traveller sites. We are also conducting a ‘Call for Sites’ to allow people to suggest sites in the Borough that may be suitable for Gypsy and Traveller or Travelling Showpeople development.
The consultation period runs from Thursday 7th August to 4pm on Thursday 2nd October.

12.06.14 - Arborfield SDL Community Forum - Following discussions with local parish council and other community representatives, it has been decided to postpone the Arborfield Community Forum previously scheduled for Thursday June 19. This is in order to ensure the next forum meeting can directly address issues relating to the Strategic Development Location proposals and provides as constructive an opportunity for attendees to engage with the development consortium as possible. The next forum is likely to be in Mid-July and further details will be publicised as soon as possible.

22.04.14 - Neighbourhood Plan
Arborfield & Newland and Barkham Parish Councils have applied to Wokingham Borough Council to form a joint Neighbourhood Area covering both parishes.
This is the first step to creating a Neighbourhood Plan covering both parishes. The idea of Neighbourhood Plans is that communities can be involved in producing local planning policy which is the result of people working together to decide how their local area should develop. Neighbourhood Plans must generally conform with the policies of the Borough Council’s Local Plan and they should plan positively to support it.
The first step for an area wanting to create a Neighbourhood Plan is to apply to the Borough Council to designate the area that the plan will cover – and this is what Arborfield & Newland and Barkham Parish Councils have done.
The application requires a six-week consultation period before a decision is reached. A copy of the application will be available at Wokingham Borough Council’s Shute End Offices, Wokingham for anybody to view and comment upon from Thursday, April 17 until 4pm on Friday, May 30. It will also be available to view on the Borough Council’s website at: http://www.wokingham.gov.uk/planning/policy/ldf/neighbourhood/arborfieldandbarkham/.

Due to the EU election date changing to 22nd May this year and subsequently the local elections following suit the Arborfield & Newland Annual Parish Meeting can't be held until between 27th May and 31st July so the below published date of 28th April is now incorrect. 15.1.2014 - Open meeting on plans for secondary school in south of the Wokingham Borough
An open meeting offering residents the opportunity to get involved in plans for a new secondary school for the south of the borough will be held at the Finchampstead Baptist Church (FBC) Centre, Gorse Ride, RG40 4ES at 7.30pm on Thursday January 23.
Wokingham Borough Council is offering parents in the south of the borough (including Finchampstead, Arborfield and Barkham) an opportunity to help create a new secondary school for their children. We believe this will be of particular interest to parents with children in year 4 or below.
The new school would be a free / academy school which could be established in a number of different ways. Key decisions need to be made including how the school should be set up, who would run it, where it would be located, what sort of education it would provide, whether it would have a sixth form and other characteristics. Local parents, working in partnership with the council, can influence these decisions and it may also be possible for the school to be parent-led if a group of dedicated parents successfully bids to the government. These and other issues will be explained and discussed at a meeting.

4.9.13 - Arborfield Garrison SDL Community Forum meeting scheduled for Monday 9th September at Henry Street Garden Centre has been cancelled by WBC. Please see below details from WBC:
The next meeting of the Arborfield Parish and Community Partnership Forum was scheduled to take place on Monday 9th September at the Henry Street Garden Centre starting at 7pm. However, this coincides with the launch of an eight-week consultation period on the Arborfield Cross Relief Road, which will run until Friday 8th November. For this reason it has been decided to CANCEL the 9th September Forum meeting.
The next meeting of the Forum will take place on Thursday 12 December, 7pm (venue to be confirmed).
An exhibition setting out the Arborfield Cross Relief Road options will be on display at Henry Street Garden Centre from Monday 9th September until Sunday 2nd November 2013. The garden centre is open Monday to Saturday from 9.00 am until 5.30 pm and on Sundays from 10.30 am until 4.30 pm. Council officers will be at the Garden Centre to discuss the scheme as follows:
• Friday 27 September, from 1:30pm to 5:30pm
• Saturday 28 September, from 09:30am to 1:30pm.
• Friday 25 October, from 1:30pm to 5:30pm
• Saturday 26 October, from 09:30am to 1:30pm.
There will also be an exhibition at the Council Offices in Shute End, Wokingham RG40 1BN from Monday 9th September to Friday 1st November 2013.
Additional exhibitions and an opportunity to discuss the relief road scheme with Council officers will take place as follows:

15.8.13 - Arborfield By-pass
As reported here on 22nd July The Parish Council have created a short questionnaire to find out parishioners traffic movements through Arborfield on the Eversley Road (A327). There are several ways to complete and return the questionnaire. All responses to be received at the Parish Office by 31st August 2013.

2. A copy of the questionnaire will be inserted in the latest issue of the Arborfield News which will be delivered to the Street wardens today for delivery to each property.

Arborfield & Newland Parish Council has been asked by numerous residents over the past week whether they support the recommended route or not.
The Parish Council was not consulted on the analysis carried out by WBC and therefore does not at this point have a preferred option. We recognise any one of the routes will be both popular and unpopular with a proportion of residents but we also recognise that a bypass is required. Each Councillor is currently looking at the recommended route individually and will be highlighting their key concerns so we can collate an initial response to WBC although it is also recognised that the consultation does not commence until September. Our initial request to WBC, which has been made, is to be supplied with the supporting documents and analysis so we can see how they arrived at the recommended route. We are sure this will raise further questions and queries which will be worked on over the summer. The Parish Council plans to create a questionnaire for residents, information of which will be in the next issue of the Arborfield News and also available on Survey Monkey. By having the questionnaire responses we will be able to gauge local thought as not everyone wishes to stand up in a packed room to air their concerns and thoughts.

20.2.13 - The Parish Councils of Arborfield & Newland and Barkham invite you to a meeting on 26th February at 8.00 p.m. at Barkham Village Hall. At this meeting we will be able to give you more detail on progress so far and to consider how we can further engage with residents to ensure that the Neighbourhood Plan produces the best solutions for the villages of Arborfield and Barkham and the SDL at Arborfield Garrison. The development should respond to the needs of the existing community and the Plan to have as much weight as possible it is vital that it is seen as reflecting the aspirations of local people. 11.2.13 - Blue Refuse Bags -
The delivery of the 2013/14 blue bags starts today and see below the web search for how to see when the bags are to be delivered by. As previously reported we are operating a voucher system this year for those residents stating that did not receive their bags. However, this will not start until Monday 18th March when the delivery schedule is complete. 11.2.13 - Arborfield Garrison SDL - Community Forum on highway issues -
Wokingham Borough Council has arranged a special Arborfield Community Forum meeting to focus solely on highways issues. This meeting has been arranged in response to the discussions that took place at the developers’ Community Planning Weekend in January.
The meeting will take place on Wednesday 20th February at 7.30pm in the Arborfield Garrison Community Centre, Princess Marina Drive.
Please note that this highways meeting is in addition to the scheduled Community Forum meeting that will take place on Monday 11th March at 7pm in the Coombes Primary School.

The works at the Arborfield Park in Swallowfield Road are well underway and should be completed by Friday 17th February. It was hoped that the new equipment would be available for use during half term but unfortunately this won't now be the case. We hope you are all able to enjoy the new shelter which will have picnic benches installed in it, the new park benches in the playground and around the park and the SportActiv court at the bottom end of the park. This is the first SportActiv court to be installed in the Country so please let us know what you think once it's up and running.
Salt Bins - we hope you are able to make use of the salt in the bins stationed around the village during the current spell of cold and frosty weather.
The salt bins provided by the Parish Council are situated at the top of Melrose Gardens, half way down Melrose Gardens, at the bottom of Harts Close, next to the Church in Church Lane and on the sharp bend in Tyler Drive.
If you notice a problem with any of the parishes salt bins please contact the parish office.
Two salt bins have been provided by Wokingham Borough Council. These are sited in Link Way and Baird Road.

2nd ANNUAL ‘RURAL MATTERS’ CONFERENCE
Following the success of the first Rural Matters conference last year, this is advance notice that this year’s conference will be held on
FRIDAY 18TH NOVEMBER 2011
(6.30pm-10.00pm) AT SWALLOWFIELD VILLAGE HALL.
All farmers, equestrian centres and others who live and work in our rural areas are invited to attend this event. Once again there will be strong representation by the Police and Wokingham Borough Council, both of whom will provide up-to-date information on various rural crime issues including machinery and animal theft, flytipping, traveller incursion, crime prevention etc.
There will also be various trade and information stands to browse as well as some useful handouts to take home. As requested from the feedback forms last year, the speaker sessions will be shorter so there will be more time for questions and answers at the end.
This is a FREE event for all interested parties and we would encourage you to attend.

The Royal Wedding is a very special national occasion and we want to help everyone celebrate. Safety is our prime concern and we will do our very best to advise you so that your party can go ahead.
If you are planning a street party or any other event on the public highway you must apply to the Council for a temporary road closure (under the Road Traffic Act 1984). This is absolutely essential, even if the road will be closed for just a few minutes.
A temporary closure means that all vehicles are kept out – but the road is open to pedestrians.

20.1.11Legal challenge on plans for the four SDLs Arborfield & Newland Parish Council, in conjunction with the five other Southern Parishes (Barkham, Finchampstead, Shinfield, Swallowfield and Wokingham Without) has initiated a legal challenge against the adoption by Wokingham Borough Council on 21st October of the planning documents for the Infrastructure Delivery, North Wokingham and South Wokingham SDLs, and on the lawfulness of the proposed South of the M4 and Arborfield Garrison SDLs.Arborfield & Newland Parish Council held a public meeting on the Masterplans for the Arborfield Garrison SDL at the Arborfield Royal British Legion on 9th March 2010 which was attended by over 120 residents. As a result of this meeting parishioners independently formed the Arborfield Garrison Residents Action Group (AGRAG). A working party was also set up between Parish Councillors and residents to formulate a response to the consultation. The Southern Parishes named above then formed the Southern Parishes Planning Group (SPPG) to work together. The overwhelming response from parishioners following the public meeting has been instrumental to the time, effort and now finances that the Parish Council has afforded to this major issue.
